CALGARY — PetroChina Canada Ltd. has run into obstacles as it seeks to take full ownership of an Alberta pipeline. The Canadian arm of the Chinese state-owned energy giant jointly owns the Grand Rapids Pipeline with Calgary-based South Bow Corp.
