Live updates: GOP battle over proxy voting heats up; all eyes on special elections

The battle among House Republicans over whether to allow proxy voting for new parents is set to come to a head on Tuesday.

A Rules Committee meeting Tuesday morning will reveal whether GOP leaders intend to play hardball in trying to defeat the proposal being pushed by Rep. Anna Paulina Luna (R-Fla.).

Later in the day, special elections for a Wisconsin Supreme Court seat and two Florida House seats are seen as political barometers in races where Trump is not on the ballot. The Hill’s Caroline Vakil and Julia Manchester report what to watch as returns come in.

And Congress has a number of high-profile hearings. The Senate Armed Services Committee will hold a confirmation hearing for Lt. Gen. John D. Caine (Ret), Trump's pick for chair of Joint Chiefs of Staff, and the Task Force on Declassification of Federal Secrets has a hearing on JFK files. American filmmaker Oliver Stone — whose political thriller, “JFK,” made waves more than 30 years ago — will testify.
